Gary Okely
Head of JLT Public Sector (Pacific)
Gary has worked in various insurance and risk advisory roles and became a JLT Australia Director in March 2010. He has worked with insurance markets in Australia, Asia and London during a 30+ year-career, delivering sophisticated approaches and solutions tailored for governments, businesses and the not-for-profit sector.
Significantly, this work has enabled organisations to move from traditional insurance to gain a stronger risk management, self-insurance and claims management focus.
Gary is President of the National Insurance Brokers Association (NIBA) and a Board Member of the Local Government Mutual Risk Schemes in New South Wales and South Australia. He is a Qualified Practicing Insurance Broker.

Robyn Daly
National Program Manager, Resilience
Robyn has been instrumental in the design of the National Local Government Vulnerability Program, from its inception, through its pilot phase and the national roll-out. After more than two decades in the specialist field of risk solutions and contributing to the evolution of the “mutuals” as a preferred model used by councils today for protection, she has a wealth of experience and expertise with a lens on local government. This program is designed to create new data and profiling information to underscore government decision-making around disaster management and mitigation investment.
Under Robyn’s guidance and supported by a team of specialists, this ambitious program is building the national vulnerability profile, council-by-council.
Enabling access to this new evidence-based data will guide future capacity and capability-building decisions and shift the conversation from reactive disaster funding for recovery, to proactive investment in risk mitigation – driving the nation-wide approach to resilience

Clint Wright
JLT Business Advisor (Pacific)
Clinton has more than 30 years of experience in the insurance industry, including engagements in both public and private sectors. He has held a range of senior management appointments across JLT including in the broking, claims, mutuals, risk management and other service and program areas.
Today Clint heads up JLT’s innovation division. He works across the company’s portfolio in the Pacific region and with teams focused on delivering outcomes tailored for clients and members.
He leads the team analysing and enhancing systems, security, disaster planning and testing and overseeing the roll-out of intelligence and related services specifically for local government. With an expert eye on the power of data and information, Clint has been a guiding force in helping to chart the course of the National Local Government Vulnerability Program and its QR Kiosk.

Stefan Wockel
Account Manager - Resilience & Government
Joining JLT Public Sector in 2020 based out of Adelaide, South Australia, Stefan has been an active member of the Marsh McLennan Graduate stream and joins the National Local Government Vulnerability Program with enthusiasm.
Before joining the NLGVP team, Stefan was a liability consultant with the Local Government Association Mutual Liability Scheme, working with councils across South Australia. Stefan understands insurance and claims management from the perspective of local government in this heightened risk environment.
Stefan joins the NLGVP team as a strong communicator and collaborator, working closely with internal and external stakeholders to understand their needs and provide meaningful insights. Stefan is able to distill complex data into actionable items that inform decision-making and drive growth.
