2019
ROYAL COMMISSION
The National Local Government Vulnerability Program is an Australia-wide initiative borne out of climate change discussions, deliberations around the Australian Government framework in 2019 and findings of the Royal Commission into Natural Disaster Funding Report which identified that local government data was non-existent.
2020
PILOT
JLT Public Sector designed the program’s pilot and conducted it with a small group of councils. It trialled methods for collecting data and information and the question sets.
Importantly, it identified that combining facilitated workshops with quantitative online data capture was successful in generating information about on-the-ground experiences and decision-making processes.
As well as beginning to fill the void of local government data, the pilot also began to extrapolate new and consistent data.
2021
ONLINE SURVEY
The program was further developed to include a sophisticated online survey instrument which was used during the face-to-face information gathering and is now built into the program.
2022
QR KIOSK
The Quantifying Resilience (QR) Kiosk was developed to enable an even more streamlined collection of data and the capability to in time compare and map various aspects, such as benchmarking across similar entities, regional vulnerabilities and over time.
The QR Kiosk is a data and information repository enabling program participants to benchmark, monitor, download and incorporate data and information.
As all 537 councils in Australia take part in the program, the value of local, regional and national analysis and monitoring increases and so does its ability to inform future decision-making.
