Drawing on different country practices, it sets out various lenses that support a broad review of national ambitions, capabilities, and mobilisation towards resilience outcomes. The report additionally highlights seven analytical approaches that can be deployed in combination with each other to generate insights into performance and progress.

The report highlights how the NLGVP with it's mixed-method framework to assess the critical natural hazard exposures of individual councils and to identify institutional and community vulnerabilities enhances the understanding of resilience across all levels of government.
